You don’t even have to bother whether the Sim service is
available or not, i.e: if the phone has no network on it the 112 number once
dialed will search and make use of any available network within your location
coverage area and established your call without any charges.

easily accessible place, I suggest you store it in the draft of your email or
store as important mail so that if your phone was snatched you can go to the
nearest cyber café asap to retrieve the number, call your network provider to
disable the phone. By this, even if the thief changes sim, the phone remains
disabled and useless and all that is in the phone save from leakage except
content of the external memory.
